линия просто не проваливается ниже 2 вольт. осциллограф показывает, что лог.1 соответствует 5В, лог.0 чуть более 2В. 2.27 где-то.
Если V- подключен к земле, то по DS так и должно быть:

A fault condition exists when the voltage on either signal

During a fault, the protector acts as a variable resistor,
