DTR - читаем в документации

We can control SIM300CZ module to enter or exit the SLEEP mode in customer applications through DTR signal. Please note that the DTR pin is float inside SIM300CZ, so this pin must be in HIGH level to make the module enter SLEEP mode.
When DTR is in high level, there is no on air and no hardware interrupt (such as GPIO interrupt or data on serial port), SIM300CZ will enter SLEEP mode automatically. In this mode, SIM300CZ can still receive paging or SMS from network but the serial port is not accessible.

так что имеет полное право не отвечать на запросы - отключите спящий режим и используйте DTR далее.

Note: If the mobile is NOT attached by AT+CGATT=1 and the CID is NOT activated before connecting, attaching and activating is automatically done by the AT+CGDATA Command.

и кроме того -

The Command does not fully implement the CGDATA Command as specified in GSM 07.07. The Command will not enter data state once the PDP context has been activated and will simply generate the result code “OK” if the context has been successfully activated.

то есть имеет право виснуть в определенных случаях, частично исправлено в версии 15 для sim300, и ожидается для остальных.
