что характерно если открыть этот блок в expedition то он там как провереный, а в библиотеке непроверенный

В свое время я отказался разбираться во всем этом, ибо все это очень запутано
Завел себе папку Reusable_Projects, где живут проекты для многократного использования, и при возникновении проблем такого рода открываю соответствующий проект и синхронизирую его с библиотекой. В Library Manager тупо удаляю соответствующий Reusable Block и создаю его снова. Попробуйте, может понравится
