ISE 13.2 не могу запустить в SDK отладку ISS Опции

Указано что можно посимулировать только программу на компьютере:

With the SDK debugger ... It communicates to the processor on the hardware and ISS target using XMD.

В разделе Specifying XMD target configuration:

Нету ни слова об ISS


Нашел только для SDK 11 версии

XMD Target Connection

SDK communicates to the hardware or ISS using XMD. You can choose to execute the application
on the hardware or ISS processor target. SDK provides only the appropriate options based
on the processor architecture that the application was built for.

Во встроеном в SDK хелпе только одна ссылка. В ней также говорится что нужно скомпилировать проект для отладки через ISS.

Искал и в SDK и в XPS где включить настройку проекта на ISS так и не нашел.

Может некорректно полеченый SDK?
