как связать ePD и PADS
по моему атрибуту(для примера FOOTPRINT) а не по
PKG_TYPE

By default, The DxDesigner PCB Interface uses the DEVICE attribute as the unique identifier for a part. Standard libraries are supplied with this attribute predefined.

A common scenario, however, occurs when corporate symbol libraries or individual custom parts are developed that contain some other attribute to represent this information (for example, UNIQUE_PART_NUMBER).

In order to have the UNIQUE_PART_NUMBER value appear in output files wherever the DEVICE attribute value appears, the DEVICE attribute must be commented out in the AttPassList section of the PCB configuration file. In addition, the UNIQUE_PART_NUMBER attribute must be added to this section. Finally, the UNIQUE_PART_NUMBER attribute must be aliased to the DEVICE attribute in the AlsRules section of the PCB configuration file.

Т.е надо подправить конф. файл используемый генератором нетлиста. Для PADS это powerpcb50.cfg по умочанию.
