1. Make a backup of the whole project.
2. Create a new PCB job and Forward Annotate.
3. Copy the new Layout\Design.llm and Layout\CellDB.cell files to the original job's Layout folder, overwriting the existing files.
4. Delete the contents of the Work folder for the original Job.
5. Open the design in Expedition PCB and Forward Annotate.

Causes

* Local design.llm and cell library were corrupt.

Solution
Create an empty PCB design and copy the design.llm and the celldb.cel files from the empty job layout subdirectory to the problem job's layout subdirectory.

Note: All local cell editor changes will be lost and will need to be recreated.

Exit the design and delete the PCB\Layout\SysIndex.cbf file to rebuild the corrupt Design.LLM file.
