capture cis: не работает CIS, для совсем новичков Опции

добрый день.
не нашел на форуме, может у меня первого такая проблема?

установил cadence spb16.3. как запустить CIS в Capture? (тоже самое в Design Entry)
что и где надо настроить?
може быть надо что-то прописать в Cadence.ini?
еще: скачал Cadence_Starter_Library, сделал все шаги как там написано, до пункта где надо в options зайти, там не оказалось пункта СIS configuration.

только вот не понял пункта следующего из другого источника:

Этот файл нужен для Allegro PCB Editor-a и им же создается при первом запуске, в нем указаны пути к библиотекам футпринтов и падстэков. К CIS он прямого отношения не имеет...
